Completion Dates:
The overall completion dates for this project was scheduled for April 30, 2013.  This completion has been delayed due to approvals we were waiting for from outside agencies.  The City is working with the contractor to finalize this project as quickly as possible.

Construction Updates:

June 21, 2013
The final paving and pavement marking for this project is finished!! The official turn on of the new traffic signals is scheduled to take place on Friday, June 21st. Next week the contractor will begin to remove the temporary traffic signal poles/equipment and will be working on the restoration of those areas over the next two weeks.

June 17, 2013
As of this morning the paving at the intersection of Wilson Street and River Street (IL Route 25) will not take place today and is now scheduled for Tuesday June 18th and the final pavement marking is scheduled for Wednesday, June 19th.

June 14, 2013
The final layer of asphalt at the intersection of Wilson Street and River Street is tentatively scheduled for Monday, June 17th pending approval from the Illinois Department of Transportation (IDOT). If we are not able to get the material approvals from IDOT this work will not be performed on Monday, but possibly later this week. Vehicle access on Wilson Street will remain open. Single lane closures are possible during this work with flaggers directing traffic through this area. We request that all deliveries for N. River Street utilize State Street for access to this area during this work. There may be times when traffic will not be able to egress or ingress N. River Street at Wilson Street when the contractor is placing the new pavement. The City will work with the contractor to minimize this. June 6, 2013
Weather pending the first layer of pavement will be installed on Friday, June 7th at Wilson Street and River Street. Brick repairs near the tree well located near 3 E. Wilson Street are also scheduled to be completed on June 7th.  The loop detectors will be installed at the intersection of Wilson Street and River Street from June 10th - 14th.  The final asphalt pavement layer is anticipated to be installed at the earliest on Friday, June 14th.  More information on the exact date of this final paving will be posted as it is available. 

June 3, 2013
The contractor will be grinding down the existing pavement and installing the loop detectors and the first layer of asphalt on Thursday 6/6 and Friday 6/7. It is anticipated that the final asphalt roadway surface will be installed next week. Vehicle access on Wilson Street will remain open during this time. Single lane closures are possible during this work with flaggers directing traffic through his area. We request that all deliveries for N. River Street utilize State Street for access to this area during this work. There may be times when traffic will not be able to egress or ingress N. River St at Wilson St. when the contractor removes and places the new asphalt pavement. The City will be working with the contractor to minimize this.

May 30, 2013
The projected schedule for next week is still pending. The next steps in the process will include the installation of the loop detectors (this is what will sense a vehicle at the intersection), the final pavement surface at the intersection of Wilson St. and River St., installation of the new street name signs, turn on of the new traffic signals, removal of the temporary traffic signal poles and final restoration around those areas. Below is the look ahead to the anticipated construction activities for the next week at the intersection of Wilson Street and River Street. All work is weather permitting. Thank you for your patience during this work.

  • Friday, May 24th - The contractor will complete the pavement patching operations at the intersection of Wilson Street and River Street in preparation of the asphalt resurfacing at the intersection. Vehicle access on Wilson Street will remain open during this time. There may be times when traffic will not be able to egress or ingress N. River Street at Wilson Street when the contractor removes and places the new asphalt pavement. The City will be working with the contractor to minimize this.
  • Tuesday, May 28th thru Friday, May 31st - The contractor will be completing the concrete curb and sidewalk work in preparation for the final paving surface.

May 17, 2013
Below is the look ahead to the anticipated construction activities for the next week at the intersection of Wilson Street and River Street. All work is weather permitting.

  • Monday, May 20th - The contractor will begin saw cutting the pavement at the intersection of N. River Street and Wilson Street in preparation for the asphalt patching.
  • Tuesday, May 21st and Wednesday, May 22nd - The asphalt patching at the intersection of N. River Street and Wilson Street will begin at 9am and will be completed each day at 3pm to minimize the impact to rush hour traffic.  Vehicle access on Wilson Street will remain open.  Single lane closures are possible during this work with flaggers directing traffic through this area.  We request that all deliveries for N. River Street utilize State Street for access to this area during this time.  There may be times when traffic will not be able to egress or ingress N. River Street at Wilson Street when the contractor removed and places the new asphalt pavement. The City will be working with the contractor to minimize this.

WBK and the City will be visiting the N. River Street and Wilson Street businesses on Friday to discuss the impacts.  Thank you for your patience.

May 9, 2013
The contractor will be performing pavement patching at the intersection of Wilson Street and River Street the week of May 20th.
Vehicle access of Wilson Street will remain open. Single lane closures are possible during this work with flaggers directing traffic through this area. There may be some traffic inconveniences during this time. There will be advance construction signage in place. This work is in preparation for the loop detector replacement, resurfacing of this intersection and removal of the temporary traffic signal poles, which will take place in the near future.

April 2, 2013
The temporary traffic signals have been installed and the contractor is currently working on making the necessary connections switch over to the new traffic signals.

March 18, 2013
Weather permitting the contractor will begin working on the installation of the permanent traffic signal poles and equipment.

November 30, 2012
The contractor has completed the installation of the conduit, handholes, foundations and sidewalk that was scheduled to be completed this year. The contractor will continue to work on installing the loop detectors in the pavement and cable in the conduits while the weather allows. The remainder of the work to install the new traffic signals will take place in the spring of 2013.

November 26, 2012
At the beginning of the week the contractor will continue to work on the underground work, foundations and handholes at the intersection of Washington Avenue & Wilson Street, with the replacement of the remaining sidewalk by the end of the week.  

November 16, 2012
This week's activities:
The contractor has completed the installation of the sidewalk on the north side of Wilson Street from River to almost up to Washington Avenue.  The turn lanes up at Wilson Street and Washington Avenue will be open by the end of the day.

Next week's activities:
The contractor will be working at the intersection of Wilson Street and Washington Avenue installing traffic signal foundations.  At the end of the day on Wednesday, November 21, all sidewalks will be open and clean of construction debris.  The sidewalk areas at Wilson Street and Washington Avenue will still have temporary ramps for pedestrian traffic, but will be open.  There will be no lane closures over the Thanksgiving Holiday.

November 9, 2012
The contractor has notified the City that they will need to close the left turn lanes at the intersection of Wilson Street & Washington Avenue (IL Route 25) during the times noted below in order to install the structures in the roadway.  There will be one lane of traffic open in each direction.  Left turns movements will still be permitted at these intersections during the left turn closure.  All traffic will be utilizing the remaining thru lanes during this time.

  • Wednesday (11/14) from 9:00am - 3:00pm
  • Thursday (11/15) starting at 7:00am and it will remain closed until Friday (11/16) at 3:00pm

In addition to the above closures the contractor will have some short term closures along the north side of Wilson Street between River Street and Washington Avenue throughout the week to complete the installation of the traffic signal structures, sidewalk and other utility repairs.

November 8, 2012
This week's activities:
The contractor has completed the removal of the sidewalk on the north side of Wilson Street from River Street to Washington Avenue and began the installation of the conduits, foundations and handholes in this area.  They completed the replacement of the sidewalk at the southeast corner or Wilson Street and  South River Street and the brick sub-contractor will begin installing the brick pavers around the southwest corner of Wilson Street and South River Street.

Next week's activities:
The contractor will continue to install the conduit on the north side of Wilson Street from River Street to Washington Avenue.  It is anticipated that the sidewalk in this area will be replaced by the end of the week.  **Please note that there will be gaps in the sidewalk replacement around the tree areas until we receive approval for the recommended improvements by City Council, which will be after November 19th.  Until this time the contractor will place temporary grindings in this area to maintain access.

November 2, 2012
This week the contractor completed the concrete and brick sidewalk replacement between the Fox River and River Street, installed the traffic signal structures in the roadway at River St. & Wilson St. and continued to install the traffic signal foundations.

Next week's activities:

  • Replacement of the concrete and brick sidewalk at the southeast and southwest corner of Wilson Street and River Street will take place early in the week.
  • Removal of the sidewalk on the north side of Wilson Street from River Street to Washington Avenue and begin installing the underground conduits in this area. It is anticipated that this sidewalk will be replaced by November 16th.

October 25, 2012
This week's activities:

  • The contractor completed several foundations for the proposed traffic signals.
  • The concrete sidewalk on Wilson Street from the Fox River to River Street should be completed by the end of this week.  This sidewalk work excludes the brick paver sidewalks and concrete base, which is scheduled to begin next week.

Next week's activities:

  • All turn lanes at the intersection of Wilson Street & River Street will be closed for the installation of the underground hand holes Starting Monday, October 29th at 7am and will continue through the end of the day on Tuesday, October 30th.
  • Installation of conduit at the southwest and southeast corner of Wilson Street & River Street (IL Route 25) will continue.
  • Installation of foundations, conduit and sidewalk removal will continue at the intersection of Wilson Street and Washington Avenue.  If there is sidewalk being removed near your business our resident engineer will stop by in advance of this work to notify you of the timing.

October 19, 2012
This week the contractor completed the installation of the underground contuits across the intersection at Wilson Street & River Street, the removal of the existing traffic signal equipment, the removal of the existing sidewalk between the Fox River and River Street and the installation of the underground conduits in this area.

Next week's activities:

  • Drilling and pouring the concrete foundations for the proposed traffic signals at both intersections.
  • Replacement of the sidewalk generally from the Fox River to River Street.  There will be some sections that will remain as temporary sidewalk due to additional structure work at these locations, but the majority of it will be replaced.  The areas that are being replaced with brick pavers will have a concrete base installed with a temporary ramp until the time the brick replacement work will begin.  Once the exact timing of the sidewalk replacement work is determined, we will be out coordinating this work will all of the businesses in this area.
  • Installation of the roadway structures at the intersection of Wilson Street & River Street will take place later in the week and will result in the closure of the eastbound and westbound left turn lanes on Wilson Street for one day and they will be re-opened the next day.  Notification of the exact timing of this work will be handled through the changeable message boards currently located on Wilson Street.

October 12, 2012
The contractor finished the installation of the temporary traffic signals this week, which are up and running.  Today the contractor is working on installing the underground conduits at the intersection of Wilson Street & River Street (IL Route 25) and all traffic lanes will be open by the end of the day.  Next week the contractor will continue to remove the old traffic signal equipment and will install the underground conduits in the the sidewalk areas of River Street and Wilson Street.

October 4, 2012
The contractor is currently finalizing the installation of the temporary traffic signal equipment for the transfer of the signals to the temporary system next week.  Thorne Electric will begin installing the underground conduit in the roadway at the intersection of Wilson Street and River Street (IL Route 25) on Thursday and Friday, October 11th and 12th.  Due to the nature of the work taking place across the roadway, there will be lane closures during this time.  There will be one lane of traffic open in each direction, with the turn lanes closed during the duration of this work.  The contractor will have the traffic signals turned to flashing red, with flaggers at the intersection directing traffic on Thursday, October 11th from 7am-5pm and Friday, October 12th from 7am-3pm.

October 1, 2012
Last week Thorne Electric finished installing all of the temporary traffic signal poles.  This week they will continue to install the span wire and temporary traffic signal heads.

September 25, 2012
This week the contractor, Thorne Electric, will be mobilizing to the job site, installing traffic control signs and will be working on the installation of the temporary traffic signals.
