Construction will begin on March 30, 2020.  IL Rt 31 will be reduced to one lane in each direction and Main Street will be Westbound direction only.  

Previous Status (January 28, 2020)

The State opened the bids on January 17, 2020 and Acqua Contractors Corp. is the low bidder. 

The City will host an open house for this project on Tuesday, February 18, 2020 from 5:30 PM to 7:00 PM at City Hall Council Chambers. 

At the meeting you will have the opportunity to:

• Review the project plans, detour route and schedule.

• Talk with the project team and ask questions.

Construction is expected to start in April 2020 and substantially completed by December 2020.

Project Purpose

Main Street is an arterial street in Batavia that is also a designated truck route as the main thoroughfare for our residents. The last time Main Street was resurfaced was 1990 and the pavement has now met and/or exceeded its useful life and needs to be replaced. When considering replacement of the pavement the City addresses the fact that in addition to being a thoroughfare for our residents Main Street also houses many utilities under the road. Main Street is one of the City’s three corridors that have combined sewers, meaning both storm sewer (rain runoff) and sanitary sewer (dirty house water) utilize the same pipe. With the street being replaced this is the most opportune time to separate the storm sewer from the sanitary. After the storm sewer is completely separated from the combined sewer the line will be only utilized for sanitary and lined as a maintenance item to extend the life of the sanitary pipe. The existing 4-inch water main that was installed prior to 1930 will also be replaced with an increased pipe size to match that of the City’s Overall Water Main Improvement map and plan. Since the street will be torn up and in order to reach all of these utilities the street will be completely reconstructed, meaning taking the road back to the stone base, with new curb and gutter and sidewalks.

Project Description

Several years ago the City applied for and received $2.5 million in Federal Surface Transportation (STP) Funds for Main Street, which is the maximum allowable Federal Funding that can be awarded. For this project, the City received funding specifically for the construction and construction inspection of the roadway. With all projects that receive STP Funds, the process is lengthy to receive approval for construction, sometimes taking several years. The City will be following the Illinois Department of Transportation (IDOT) process.

Through the course of Phase I the City held an open house meeting on November 12, 2014. This was publicly advertised for and had good attendance. This meeting showed interested parties and stakeholders four different options, shown below, for future layouts of Main Street and this handout (PDF) was provided:

The City’s consultant, Civiltech, presented the alternatives at the May 5, 2015 Committee of the Whole (PDF) meeting with a staff recommendation of Alternate E (PDF) as shown in the presentation. After Council and resident discussion a motion was made to recommend Alternate A (PDF) as the preferred alternate for Main Street and was presented and passed at City Council on May 18, 2015.

Construction Impacts

During the construction, Main street will be one way westbound from Water St. to Van Nortwick Ave. Eastbound traffic will be detoured north to Wilson Street. The construction area will be local access only and at times may be restricted. Project Funding

The project is funded at a Federal 80% and Local 20% match. The City has also been approved to receive $2.5 million in STP funds (Federal Fund) for Construction and Construction Engineering.

  • Design Engineering - Completion November 2019
  • Construction - March 2020 to December 2020
